Having a negative value for the torque at 0 rpm did solve the starting sound playback issue but then the engine can't be restarted after stalling it... Good news is that it can be fixed by also editing the second line. Here's what I use for the first two lines:

RPMTorque=(0.0, -35.0, -26.9)
RPMTorque=(250.0, -20.0, -8.1)
