How does one have the headlights on the model be "on" but not have the light cone be active?

Was more of a general question, any of them.

My temporary solution is to paint them "on" in the dds file, but that's a lot of work to do in a multi car mod. Was thinking there would be an entry that could be made in the CAS file to do this?
